So does this mean that, assuming the house doesn't pass it (they will), they will make a new bill that will then be sent back to the senate?
the senate has given up finding something they can support to get to 50 votes so they're trying to get them to pass a bill on the theoretical basis it'll get changed to their liking (which is obviously a lie since if they could pass a bill that could get 50 votes they would WRITE THAT BILL)

the uncertainty is already undermining the ACA and if this passes it seems the plan is for the House just to pass it and skip any conference (while telling nervous senators it'll go to conference where they'll all have to agree on what moves forward, which isn't true either, the conference could fail and the House just passes the bill)
Exactly. Because the truly easy thing to do would be to fix the few issues that already existed with ACA and stop the new issues that Trump has created with it and we could just get on with life.
