It can change rapidly. Just 2 years ago it was an all-German final after both those teams butt fucked Barca and Real.
The difference is that it was only two Bundesliga teams showing out in Europe. Spain have had Barca, Real, Atletico, Sevilla, and Malaga all have tremendous European campaigns in recent memory.
Schalke and Leverkusen have generally been mainstays getting to the R16 at least, Wolfsburg should be formidable next season. Germany was able to get their 4th CL spot a couple years ago mainly on the strength of Europa League. Of course, Spanish teams are also spending themselves into oblivion. But no arguments about their success the past couple years (especially with style they do it in), it just can change quickly.
I also don't know how much you can hang your hat on Malaga's run to the quarters (even if it should have been semis) due to their subsequent implosion and sanctions.
It was very Florida Marlinsesque with how everything went after that short run of success but it doesn't take away what they were actually able to accomplish. Dortmund had a meltdown just two years after making the final and that doesn't disparage that in anyway.
