    Because people are too afraid of the 1 in a million chance that a seat belt might cause their death in an accident, so they'd rather risk the like 1 in 100 chance that not wearing one gets them killed. Not kidding, I've had more than one acquaintance who used that logic. Basically, they are the anti-vaxers of the auto world.
