More about setting a precedent imo. If I was the owner then I would completely ban him from the training ground tbh. Pre-contracts are stupid as shit to me. It's one thing to sign a pre-contract and then wait until the next transfer window to finalize terms. It's a completely different thing to sign a pre-contract including terms with a rival club, go to that rival clubs training ground for a medical, and then just show back up at your own club and expect everything to go back to normal. The amount of shit that other Bundesliga clubs let Bayern get away with is incredible. It's nice to see some push back for once.

Bayern payed off BVB's debt a couple years ago to keep them from going under from shit contracts and poor management. That loan came with a marker. The board (allegedly) has told the BVB board that the marker is going to come due on Pulisic. Allegedly
That seems hard to believe. Especially considering it was only a €2m loan and all the players Bayern have signed from BVB since then. Pretty sure Pulisic is on record saying he won't go to Bayern too iirc.
Just passing on what I know. I am of the opinion that for whatever Dortmund wants for Pulisic, we could get a more refined winger. Also, I feel like he ends up in the Premier League when his contract expires.
A precedent for what? Schalke shouldn't have let him run his contract down to the last year if they didn't want to be in this situation. But I'm sure if they banned him it would do wonders for their future player relations. The whole Bayern vs. the Bundesliga thing is so over blown. They're a well run club and German/Bundesliga players want to play for them. I'm not sure what you want the clubs to do.
The precedent of don't agree to terms with another club, complete a medical, take pictures with them, and let that club announce the signing in the middle of season while your current club is fighting for a CL spot. Basically don't complete a transfer to another club while under contract and then expect to get minutes. Can't believe that actually needed typed out. I don't think it would affect player relations at all honestly. Jose made Schweinsteiger train with the U23's just because he was old and it didn't do shit. Personally I wouldn't want to play with someone who's already signed with another club. Don't think I could trust them to give a full effort. I've also never been paid to play a game either though. As far as Bayern vs. the Bundesliga, I feel like that conversation happens several times a year and doesn't need the umpteenth iteration.
From a pure money standpoint, he would be foolish not to go to the PL. Marketing potential alone at one of the big PL clubs would probably be worth more than any contract offer he would get in a different league.
For example in a fictional world last year, oops tough break Spurs and Everton, Dele and Lukaku have agreed to terms with Man U in February/March. That would be insanely stupid, maybe I just see through EPL glasses though.

Bayern announced the Gotze signing less than 2 days before BVB and Bayern played in the CL final. That involved a release clause so it's a bit different and Gotze should get a lot of the blame for letting them do it. Still amazing that Bayern get away with pulling that kind of shit imo.
So you ban Goretzka but at the end of the day he's still leaving to Bayern. Then the next Goretzka comes along. Is he not going to sign with Bayern because of the fear of being banned from the club he's already planning on leaving? Also, I'm admittedly not a pre-contract expert but I'd imagine agreeing to terms and completing a medical would be standard procedures.
I watched Bayern - Hamburg and enjoyed it immensely. I parlayed that reinvigorated adoration into watching Stuttgart - Leipzig yesterday morning and hate the Bundesliga again.
