I have seen other teams get a penalty called for the cahill handball. I would say the cesc dive was a tad clearer but i actually prefer less penalties are called and would have been fine with neither being called. The ospina foul on oscar would have been a targeting fine in the NFL. Cannot be a clearer penalty

Didn't they change the rule last year after Lloris was hit in the head and wouldn't leave the field that they were required to do a concussion eval on head injuries? Do they have any means of enforcing that rule?
There is supposed to be an impartial doctor to do the evals, but I don't think I've seen one player leave this entire season
