i always understood it as if it was carded in the game then they couldnt go back and add more but someone please correct me if im wrong.
If the referee says they saw the action, whether or not it was carded, the FA can't do anything retrospectively. Anytime the ref says they didn't see it though, it's totally with the FA to take any kind of action
