I think Richt was still the OC bc Rix redshirted I believe. Also it was Bobby that was all in on Rix.
Richt certainly recruited Rix who redshirted in 2000. If I remember correctly there was something weird about when Rix signed his LOI too, like some weird loophole that let him sign early. He was benched his senior year of HS and moved to WR, while some QB who ended up at San Diego State took over. I thought it was Jeff that vetoed offering Rodgers, but it wouldn't surprise me if it was Bobby at that point.
Fun fact, if not for the 6 game losing streak while Rix was on campus, FSU would now lead the all-time series against Miami.
