So, reading the complaint against all of them, it doesn't seem like the payment was the issue that is being investigated. It's that 5 universities colluded to pay a kid to change his commitment at the right time so that the colleges (2 universities are cited as being victims, but they weren't named yet) were "ineligible to compete" (for other scholarship-caliber players). So Adidas and these five Universities are being charged with "collusion" and "fraud" by teaming up to bribe and flip a,kid.
