Mostly true, but if Dems don’t translate these margin swings into victories it won’t matter. GOP has given Russia an open door to interfere in the midterms, and there will be supression on an unprecedented scale. That will take always several points from the generic Dem advantage.

This and GA-06 were not considered swing districts prior to this cycle. Unless pubs win this by a comfortable margin, it's going to indicate that shit will be much tighter in November. They can't spend 9 million on every close race.

The PA 18 actually gets much more red as the new PA 14 in November. Saccone likely will be the PA 14 winner in November and Lamb will run in the PA 17. The new PA 14 is R29 based on 2016 votes. The current PA18 was R20. The new PA17 is R3. That goes from a ridiculously gerrymandered current PA12 that was R21 in 2016. The current PA 14 was D39 and has Mike Doyle. Lamb won't challenge him. Doyle was the only non-incumbent D to win his first house race in 1994. Doyle is very popular and would have to retire to lose that seat. He'll take the new urban district that will be the new PA 18, which will be D27.
