I was thinking about this today. He doesn’t want to make it shorter. Dems won’t seek anything consequential until a report implicating him is out. The longer this goes, the more secure he is in his job and can execute his agenda. Openly talking about ending it has nothing to do with that outcome and everything to do with appearing combative and trying to make Mueller look unreasonable when the results do come out.
