We ranked everyone, then Nelson did some fancy lottery system akin to that of which the field fairies in Europe use where people were paired up. Basically the top 8 users were split into pairs via the lottery, top pick of the pair chose the division and team. Their pair-partner then chose their team. On paper, it's balanced as could be, but we know that it never plays out like that. Nelson can explain it better than I can.
Off the top of my head I'm not sure why it would be outlawed, but there would be ZERO cap penalty forgiveness.
