You can get stronger on a cut, but it’s infinitely more difficult. Some easy things to look at would be cleaning up technique. That isn’t really affected by the calories you’re consuming, but can add significant pounds on the bar.
Sounds like from your posts that your 2 main goals are the military run(1.5 miles I assume) and getting to 100 pushups. My mile is down close to a minute since I started creatine and I weigh almost 10 pounds more from when I started. Pushups were way easier too till I fucked up my pec. Far from an expert but your best options seem to be either getting really skinny or putting as much muscle on your frame and you'll have to eat to do that.

Go by their sizing guide and be sure you’re takin an actual measurement from the same point they’re referencing. They’ll likely have you measure at or above your belly button.
I’d say go medium. You can always drill a hole if you lose weight. If you’re spending the money on Inzer, Pioneer is almost similar pricing and if you put your waist measurement in the notes and tell them they’ll put that measurement as the center hole so you can gain and lose weight
