Because it once was a strategy used by the players to get a breather and get out of trouble, and it’s easier to do than to clear the puck for icing. Chelios was notorious for it
Because Chelios always flipped it out of play to get out of trouble intentionally. They changed the rule basically because of him. Like the trapezoid was mostly because of Brodeur
