His argument is the best argument. Killing the leader of a foreign country’s military requires a military response. Just because you think killing individuals is bad doesn’t mean a Senator shouldn’t do his job to educate the public on strategic thinking when they don’t know why killing a bad guy is bad.
The language primes the emotional response that everything coming up "is at least okay because there are evildoers." Giving that pretense validation is my point and softens, to the public, what will be happening
