While they have made some big sales in recent years, Dortmund fans will tell you that the board gets paid, shareholders get paid, and then maybe money goes into transfers.
Not too long ago they were given an interest free loan from Bayern to avoid ending a season in the red. They’ve flirted with bankruptcy on more than one occasion. They’ve always had world class scouting, but unlike a team like Ajax who always sells high, Dortmund has a substantial history of letting studs walk on frees with no replacement. They’re getting better over the past season and a half but they’ve got decades of bad business in their past.
Who all has left on frees? I didn’t realize this was some long storied tradition. There’s two of note, I’m oblivious beyond that

Lewandowski, Goetze and Mathaus are the ones that anti-Bayern people point to as Bayern “buying the league”. Lewa was only available to us because BVB shitcanned a transfer to ManU, which Lewa and SAF had asked for personally. Mathaus, I’ll admit there is some definite fuckery around. Serious tapping up and a blatant shanked penalty during der Klassiker that is still a point of contention. One thing you have to keep in mind is that Bayern is the power they are today because they were the most progressive club that Germany had ever seen. They were supportive of everyone from every walk of life in a time when Germany was anything but tolerant. There are dozens of books written about early Bayern and the violence they dealt with in away matches because they accepted Jews, gays, minorities and Muslims without question in the club. This is early 1900’s I’m talking about but it makes a couple of appearances over time. The Bundesliga was shut down during the war. After WWII, It took years before the Bundesliga really got back up and running. Back then, the original “der Klassiker” was Bayern against Werder Bremen. That has incredible importance to me, as my great grandfather immigrated to this country from Tyrol in Bavaria, through the port in Bremen. Long story short, post war Bayern accepted Jewish supporters and Jewish money with open arms. Other clubs did not. There is poignant political commentary in there but you can do that research on your own. There’s some back and forth with Munich 1859+1 as well. 1859+1 is also the reason the Allianz Arena doesn’t seat 100k but that’s a story for another time. Cliffs: tl;dr
Biggest mistake Dortmund is making recently is buying back the guys they sold when they flame out, there was no reason to buy back Hummels, Gotze, Sahin, or Kagawa. They've all sucked ass in their 2nd stint.

Well, it’s not the biggest, but it’s the next to biggest. The biggest is selling Dembele, Pulisic and Auba and not doing shit with that money besides paying off the shareholders.
Lewa agreed to Bayern the season before he left. Maybe they could have sold him to United a year earlier(no clue) but Lewa wasn't going anywhere besides Bayern when his contract ran down.
You as much as anyone should know that just because there’s money to spend doesn’t mean you spend it. All that not spending lead to being able to get Håland, and still have a team that’s top 3 of league and in position to get to the quarterfinals of Champions League lol
