Part of the turn-around delay is due to backlog and in some cases shortages in the re-agents. Part of it is simply due to the fact that they have to notify thousands of patients. Anecdotally, positives seem to have been getting their results back sooner than negatives, which is how you’d expect the labs/clinics/docs/hospitals to manage the load.
Ineptitude is too easy of an answer, imo. The first CDC test flopping was just good luck for Trump. It helped him delay testing. Even if it had been a success, the overly stringent reqmts to get a test cost us weeks and weeks of getting ahead of this. The vast majority of the rest of it has been a series of traitorous decisions with his inner circle egging him on and giving suggestions.
