Who knows what the motivation was for not using the existing test. Whatever it was, Trump didn't want his numbers to go up. So, the first test failing bought him time to keep his numbers low and to look good (in his mind). Requiring a patient to have been to China or have been near a + corona patient made sure that very few people got tested. That was on purpose. The lack of reagents/etc were also good luck for him. He didn't want to test.

Quick update. She’s felling slightly better but O2 is still ~90. The testing people came today to draw blood but said she didn’t qualify for a COVID test. Unfortunately I can’t be there so I wasn’t able to ask why.

No it's internal company projections. A few days ago, the specific hospital projected to need roughly 3.5x ICUs above current capacity and nearly 4x ventilators above capacity. Peak for the entire system is expected to be late April with similar numbers for needs for ICUs and ventilators above current capacity.
