As far as the Russians putting bounties on U.S. troops itself, it's not that controversial of an issue considering Russia's behavior in the past 5 years or so. I'm guessing Putin has viewed the extended American presence in Afghanistan to be an implied violation of the "buffer zone" or whatever that both countries (mainly the U.S.) were supposed to observe at the end of the Cold War. Violation of this buffer zone was what prompted Putin to invade Ukraine, from the bits that I've read The president lying about not being briefed about it is the scandal
