Iirc, some (many?) voter registration systems are connected to the internet. The concern in the past has been that the Russians would change information in those systems so that key voters couldn't vote on election day. I guess the opposite could be true. Lots of phony registrations that are inserted in certain states. Then those phony voters vote by mail in November.
