We did completely ban plastic grocery bags though. Prior to the pandemic, they were charging 5 cents each for a paper bag, or you could bring your own reusable bags. Supremacy clause means that shit is legal everywhere immediately. Same reason that gay marriage was legal in every state when the Supreme Court decision came down.
It's the same reason why state legality is so tenuous. The feds could, at any time, decide to enforce the federal prohibition and the states could do fuckall about it.
Of course the actual state market regulation would vary so it's not all going to be equally accessible but at least you won't go to jail for it.

The MORE Act (passed by the House in Dec. 2020) only removed cannabis from the federal Controlled Substances Act and did not affirmatively legalize it. So, if enacted, under the 10th Amendment state law would control. So state laws criminalizing cannabis would remain in effect, and states that legalize it would also remain in effect. As far as I am aware, whether federal proposals will go beyond the MORE Act isn't yet known.
