Pretty sure it was confirmed Steve told Bucky what he was going to do before he left. The only real dispute is between Feige/Russos and the writers of Endgame. Feige and the Russo's are adamant Steve went to a separate timeline, and the other writers say he returned to be main MCU timeline. Personally, I am team separate timeline. Steve just wouldn't sit back and let bad things happen to people he cares about, like Bucky.
Spoiler: Spoiler watching faws the kept saying Steve is gone. If the timeline stays close to what it was and considering Steve is a super soldier my gut tells me he’d still be living if he went back to that timeline in the MCU.
