no, they have 50 votes to raise it but republicans are using the filibuster to block them from doing it
because technically they can by making another reconciliation bill he wants them to lose all the time that'll take that would otherwise be spent confirming judges/etc

they won't do this as it'd basically reset the whole process of reconciliation, again taking potentially weeks to get back to where we are now no they have 50 votes if they wanted to do it, but no one wants to do it that way as it'll take weeks of procedural nonsense.
