It never ceases to amaze me how people record this and are like: “I should post this on the Internet for all to see.”
Its actually a common thing and they are banned in many areas or at least regulated. Winter Park is about to ban them and Orlando has rules about when and how they can be used.
I could understand maybe restricting them from the evening until 9am or something, but outright banning them for non-emissions reasons is incredible NIMBY behavior.

Most of them were originally because they are inefficient and create pollution. Now its because they are very loud and with so many people working from home it creates a lot of problems. I know locally the issue is people blow into the streets when they aren't supposed to so they are using it as a way to force them to bag.
I'd suspect you are more likely to see these restrictions in middle class areas than in rich areas, or at least in areas where the majority of voters don't have gardeners/landscapers/lawn crews on their property on a weekly basis.
My wife grew up in a town where you blew leaves into the street and a sweeper came and got them. She was shocked when we bought a house where that wasn’t a thing. The town also had approved official clear trash bags and would reject any regular black or store-bought kitchen trash bags. Weird place.
Ugh, we have the dumb trash bags thing because I assumed a bunch of old pieces of right wing shit bitched about how they didn't want to pay a sanitation tax to the city since they weren't generating as much trash as other people. We have to buy official city trash bags that are expensive to essentially pay this tax, which I don't mind, but then that means I don't get an easy to use dumpster and have to put nasty-ass smelly bags on my front lawn once a week that can't be inside any other container.
My town passed this law. During the summer no leaf blowers during those months because they kick up mold etc. and more kids are out and about.
Been living at my home for 8 years now. My front yard is on a moderately busy intersection so depending on when I mow I have to be careful. Needless to say, my route is one in which I make about four passes blowing towards the road and then I dump the mega load into the street on the final pass, but I stop if a car is coming and wait. I then continue to mow the rest of my front yard and watch as cars swerve to avoid driving on cut grass while giving me dirty looks. I never heard of this until I just read your post. Helps explain the dirty looks.
Yeah I live in a town now that does this. Next week there will be just piles of leaves on the side of the residential streets and then the "leaf truck" (?) comes through and sucks them all up
street sweeper comes every tuesday. i just blow all my shit into the street monday and it's no longer my problem suck it nerds

Both of the POSs have a history of this. The man has a pending trespassing case, seven misdemeanors including trespassing while in possession of a firearm for doing the same thing at a school district office two weeks ago.
