While somewhat true (supply chains do allow for companies to chase labor), the concept more generally just refers to how stuff gets to the end user from the manufacturer. In my experience those with global supply chains use them more for tax purposes, or they simply develop via acquisition or to get closer to 1) the materials required for their product or 2) their consumer.
