The frustration here with Garland is that he is absolutely downplaying the efficacy of bringing the charges to begin with. Meaning, even if the cases are difficult to prove — they don’t seem to be, but just for argument’s sake — the vast majority of the folks engaged in the activity don’t have the kinds of financial wherewithal to fight against the US government. They probably make an okay living, which means they don’t qualify for public defenders but at the same time would be financially devastated by a $250,000 legal bill. That alone should start deterring enough of these assholes in the future about finding out after fucking around.
