It doesn't, but there's also a lot of skepticism that BSE (mad cow disease) is transferrable to vCJD (human variant) through consumption. The handful of documented cases where a human got it from a cow are situations like handling known diseased cow brains and cutting themselves.
I'm not a Wisconsinte but I can confirm this and variations of it are a Midwestern thing. Where I'm from people call it tiger meat or goon burger. The grocery store in my tiny hometown sells it. I have an uncle & bother in law that loves the shit but they don't eat it on bread. They treat it like an appetizer and put it on saltine crackers.
Wouldn’t call steak tartare common but it isn’t unheard of in most parts of the country. Eating raw beef is one thing but eating raw ground beef is a whole different level of weird and disgusting, mostly from a texture/taste/coldness standpoint.
