Elite prospects is a good place to start. They usually have rankings, stats, and a paragraph bio for most of the first round guys. Unfortunately most NHL prospect stuff is paywalled, but if you have TheAthletic, Pronman does a lot of stuff.

I wouldn't say it completely goes against the CBA. I can understand the interpretation...they aren't incapacitated because of injury/suspension. They were fine after those. They then made a trade that rendered them incapacitated
