Eh this is an extremely unique factual situation and that tweet makes it seem like this could happen more frequently. That’s not the case. Very rarely does a state or local government both delegate traditional governmental functions (like maintaining infrastructure and fire protection) to private companies and then take back that authority from the private entity.
