I guess I just struggle to understand why the World Cup could handle it but the PL stadiums can’t? Are these cameras built into the infrastructure or something?

Idk man. That stadium looks cramped and small. The camera platforms are up but I think implementing this system would require displacing seats, in and already small stadium.
