Definitely is. Anything in the lead up to a goal. I think that's juuust on the edge of "in the lead up." It's arguably an open-field foul but it isn't like Origi is the LB way out of position that led to Liverpool having gained some serious advantage beyond possession in their own half. It's tough to call.
