I haven't done enough international travel to have a really good sense but I would look into Canada and Australia first. Would probably look into Mexico. Then I like the idea of South America too: Quito (9,000 ft ), Lima, Santiago, Buenos Aires, etc

Are they taking proper precautions? If so, you can’t worry yourself over something neither you or they can control. It’s easier said than done, but don’t worry about that until you actually have to cross that road.
