Belgium apparently saying they won't go back to lockdowns if there is a second wave which is a bold claim from the country with the worst death rate in the world.
It's not like there's not going to be a nasty 2nd wave in ~5 months. Seems like southern states would like to get their testing/tracing/reporting in order before that eventuality.

Contractual in the sense that these employees were being compensated for services rendered. If you are paying for services rendered, and not on account of a debt owed, it's not a preference.

Does timing of the bankruptcy enter into that? If you declare bankruptcy on the first and the scheduled bonuses were due to be paid out on the 5th, would they be halted or subject to creditors asking for them back?

It all depends on how the agreements are structured. But in part it would be up to the trustee. They are executory contracts, and whether or not to assume them is a decision borne by the trustee. Would come down to the execs staying at Hertz, and likely renegotiated to a lower amount in most cases. Creditors have nothing to do with it, as much as they want to be involved.
