Context does matter here. He was accusing Biden of doing this and then said he could. He was using an example, but of course we know he has likely done many things like this.

They don't think that, at least not in general. They just don't think the rules should apply to people in their in group
It's dumb not to allow votes to be counted so long as they are postmarked on or before the election day
I get this rule for places that didnt have mail in voting infrastructure but in Oregon the deadline to mail is 8 days before the election. However there are hundreds of ballot drop offs at are still collected until the "polls" close. Regardless, still a great win for the good guys.
In the absence of federal law, each state sets its own standards. The Court has allowed the state standard in each of these cases. This one simply is the US Supreme Court refusing to interfere with the Pennsylvania Supreme Court.
