An airplane with the team on it is the least of your worries if everyone is masked. Traveling on planes, the problem is the airport(s) and security which a team doesn't deal with. Airplanes use HEPA filters to filter their air. In my line of work, we use the same filters to filter the following: radioactive powders, explosive gases, explosive powders, poisonous gases, ... you get the idea. The air with the previous mentioned dangerous particles can be recirculated and is perfectly breathable. I say all that to say practice or a game would be a way worse place to spread it. Standard protocol is to get a negative test *after* symptoms have subsided and *before* allowing them in contact, i.e. practice, with the rest of the team. Clemson did not do this according to your AD and fanbase’s timeline.

You can read the ACC guidelines. The medical advisory group has the basic cdc guidelines and then agreed upon standards for each sport regarding close contact.

I've read the report. It's attached for anyone else who would like to read it. Couple of interesting tidbits: The report defines "close contact" as someone within six feet for 15 minutes. There is no qualification about a mask. The report states contact tracing will be done in accordance with local and state guidelines. The Game Discontinuation Considerations portion of the report includes: Inability to perform adequate contact tracing consistent with governmental requirements or recommendations. I'd bet a large sum of money Clemson was unwilling to quarantine any other players or coaches that met the definition of "close contact" despite this kid practicing, meeting, traveling, etc., with the team, and FSU told them to kick rocks.
