There are a finite number of committee seats available and everyone in the caucus has to eat. Porter got her top priority, got a waiver to take on her second priority, and was denied a waiver to take on her third priority - on three committees that are exceptionally high-profile for the party. She says that others were granted second waivers, but Jennifer Wexton, a moderate in a district that flipped in 2016, was denied a first waiver to stay on the same committee after being added to Appropriations.
