It’s leaking voters. The core population lives in the Steubenville-Wheeling metro area from the top point of the Ohio River down. From 1980-2000, that metro area had the highest population loss of the 300+ US Census designated areas. It leveled off because everyone left and now is one of the top ten oldest districts nationally. Ryan has to run for Senate because they are going to combine his district with the OH6 when Ohio loses a seat.

Mount Lookout/Oakley/Hyde Park are all very close to the city and very urban/wealthy. Basically, UC and Xavier are on the other side of I-71 along with all the major hospitals. As a result, those communities get a lot of professionals and recent grads.
