Devil's advocate -- one of the biggest draws for property investors (airbnbs, landlords) are duplexes, and different units from a single property. Wouldn't this mean more non-owner-occupied houses? Maybe the accessibility for lower-to-middle class outweighs the harm of non-occupied owners?
It's the same issue like HoosDaMan mentioned in Baltimore and also here in Atlanta. There's a Documentary called the 12 O'Clock boys about this. Lots of, I'm guessing unregistered, dirt bikes and ATVs will speed around the city and cops often can't chase them effectively or aren't allowed to chase them, for good reason, for fear of causing deadly accidents. Atlanta started to crack down hard on this last year iirc. When I moved back to the Atlanta area from Texas in 2015, only after a couple of weeks I was driving in the city limits and fucking dudes on dirt-bikes and four-wheelers came out of no where Mad Max style and scared the shit out of me, to the point where I almost wrecked.
