AT&T Stadium, per this link, lists 12,500 seats being allocated to VIP and "Media Tribune". Thats a butt ton of special guests. This obviously shrinks down available seats to public considerably, estimated to land at 80,400. I'd guess Jerryworld will fit in more. In the same book, they list Dallas & Houston as recommended hosts to int'l broadcast center and referee HQ. Atlanta was also recommended as host for broadcast center.

Fans are also prohibited from bringing alcohol into Qatar, even from airport duty free. However, the organizers are said to have found some compromises. "Unlike previous World Cup fan zones, beer won't be served all day long, but at restricted times," the source said. According to the document seen by Reuters, alcohol will also be available on a disused corner of the Doha Golf Club, in a distance from stadiums and the main fan zone. On top of that, a special venue with a 10,000 capacity, allowing techno music and alcohol, will be created on a sandy plot surrounded by a high wall between the delivery entrance of a hotel and a district cooling plant.

My experience in England has been beer only sold prematch and at halftime. And usually the halftime lines are too long anyways.
