Loss of down and offense retains the ball at the 20. Huge punishment, go from close to guarantee TD to almost surely FG. But you don’t completely change how the possession is called everywhere else on the field.

Reckless ball security near the goal line deserves consequences, absolutely treat it differently since it’s the end zone. If you sack a QB at the 1 you don’t get two points but if you sack him in the end zone you do get two points. The end zone is hallowed ground, its great it has its own special rules
It shouldn't be any different than fumbling at the 50. Defense is reward if they cause a fumble and recover it.
then make holding penalties have a higher yardage closer to the end zone if part of the ruleset is punishing proximity to points
