A black man was spotted on video at night. Not positively identified other than black male. Now they have a black man jogging during the day. Is that the probable cause to the level of a citizens arrest? No. Crime has to be done in presence of citizen I believe. Edit: looks to be an exception for Felony
So a few things. Fuck Ga's open carry laws no offense was "committed in his presence or within his immediate knowledge". They saw a black man jogging and thought he was an intruder. They have absolutely zero ground to hide behind that shit

Well, not technically. If you hunt him down and shoot him as he runs from you, that's murder. If you chase him and he turns around to attack you to defend himself, THEN you can kill him can you "fear for your life." That's why Stand Your Ground is so fucked up.
You would need to be defending yourself. The government gives you the power to detain someone if you see them commit a crime. If they turn violent, the government now gives you the power to defend yourself.
