I mean, if we're talking Eastern Europe/the Balkans then man, you don't want to really know "what's acceptable" when it comes to talking about people that don't literally look exactly like them. as far as black people themselves, they are such an insignificant speck of the population that there isn't a lot of pronounced racism towards them because there aren't enough to actually be racist towards but Romas on the other hand, there's some virulent racism over there for those people. I guess in a sense you might chalk up some of it to just profound ignorance due to a lack of cultural mixing. there aren't enough black people in those countries to meet, be racist towards (inadvertent or otherwise), and be told you're wrong/why you're wrong/how to correct it. in this case, though, the official should not only know better but have been taught as much.

cliffs seem to be a language barrier. he said "negru" as in "the black guy" which is kind of shitty but wayyyyyyyyy different than how it appeared. UCL's solution was to make him VAR, which was a bad solution. Game suspended
