don't know whether it was FFP or league restrictions that were the primary factor, but they were a big factor for Fulham last year. After relegation the year before Anguissa, for example, was loaned to Villareal in order to reduce the wage bill and had a fantastic season, and probably would have made the difference in automatic promotion for Fulham.
