I think Max is an entitled asshole who is both very talented and occasionally shows little regard for others safety. I also don't think this was anything like the most brazen example of that mentality. Agreed with ohhaithur that I'd be okay with them both being punished. This is just too easy of a way for someone to get hurt or worse.
Max lost the back but had no idea Lando was coming, especially not at race pace around a blind corner on both of their out laps. Accidental and thankfully not actually accident-causing.
