I think a big factor is also that monaco has been raced at since forever. Races way back when had more volatility due to smaller cars, easier overtakes and more parity
If it's an inflation-adjusted increase, it makes sense. Otherwise, this is just the big teams whining that they don't know how to budget properly or spend efficiently. You can't just throw money at a problem anymore.

RB/Ferrari/Merc aren't running out of money you moron. They are asking the powers that be to raise the cost cap or in simpler terms for you, they are asking permission to spend more of their money.
Watching FP1 on DVR, they just said teams are mandated by F1 to have young substitute drivers for 2 practice sessions throughout the season. Didn't know that was a requirement
Take aways so far: Ferrari and Red Bull still it. Razor thin margin. Hard to tell with Max hitting traffic on his soft tyre flying lap. He had both Ferarris through first two sectors. Mercedes is getting closer. Haas gonna Haas.
Merc with a very impressive FP2. They did go a little bit later than the other front runners, but definitely a big step forward for them.
Honestly bad luck for Lando. Some other drivers ran wide at the same corner and didn't have nearly the amount of damage he did. Announcers mentioned that McLaren had brought a ton of upgrades to this race (but only for Lando, not RIC) and now they may have to revert to the old spec.
