It should be the cubs, but who knows how they’re going to spend this offseason. Arizona is probably a good choice, and I think the Miami rotation is fairly close to being elite if it can stay healthy.
Arizona isn't going to be worth a shit in the next 2 years. Still play in the same division as the Dodgers and Padres. Plus the Giants have money. Would assume some AL or NL Central teams considering the strength of those divisions can lead to quick turnarounds.
Being in the NL West right now is tough. But not impossible to overcome it. See Toronto already in a division with Boston, NYY and TB.

Yeah and that division isn’t getting any easier anytime soon. I don’t think the cubs will be a playoff team next year, but if they get one of the top three shortstops, they should be quite a bit better. They’re going to be trying out a bunch of young arms in the rotation, so there’s going to be some growing pains there I’m sure.
