Nearly 100% of officer shootings (killings) were deemed justified. DBL is insinuating that the % should be lower. So is the tweet. He never said "all of them" should be accountable, which is the post of his that you are quoting. The tweet also does not say that all of them should have been found accountable.

His argument was that only the .03% of the officers convicted by the justice system were held accountable. He then argued that 99.7% of the officers were not held accountable because they weren't convicted.
You would have an argument if he argued something as simple as "some of the 99.7% were not held accountable" but instead he argued they all were not held accountable.

I didn't realize that he was getting at "convictions." When he (twitter) wrote "did not result in officer being held accountable...." I (wrongly) assumed he meant 99.7% of the officers did not face any criminal charges. 99.7% of the officers were never arrested. You are explaining that he meant "he then argued that 99.7% of the officers were not held accountable because they weren't convicted." Regardless, I thought he was just stating a fact. 99.7% didn't face criminal accountability (which possibly means conviction). Assuming the % is accurate, it would obviously be a fact. I didn't see the implication that all 99.7% needed to be convicted.
IMO....If there were only 3-4 arrest made after 1,072 people were shot, I'd say that is too low of a number. I'm not arguing that all 1,072 of the cop's should have been arrested, but I would expect more than 0.3%.

Two young men were found dead inside torched cars. Three others died of apparent suicides. Another collapsed on a bus, his death ruled an overdose.
Six deaths, all involving men with connections to protests in Ferguson, Missouri, drew attention on social media and speculation in the activist community that something sinister was at play.
Police say there is no evidence the deaths have anything to do with the protests stemming from a white police officer's fatal shooting of 18-year-old Michael Brown, and that only two were homicides with no known link to the protests.
But some activists say their concerns about a possible connection arise out of a culture of fear that persists in Ferguson 4 ½ years after Brown's death, citing threats — mostly anonymous — that protest leaders continue to receive.
Have to imagine there is some recourse for child services not notifying a parent of that first incident - that sounds absurd, but it is south Mississippi so who knows.
