Only part that doesn't make sense but not sure why Gus wouldn't want Hector killed. I suppose maybe too early in the game for that.
Read in an interview with VG that they decided to cut a cameo from a BB character in the finale. So, my money is on the note being from Gus or somebody associated with him.

Like 15 seconds into his whole "boo hoo I made a mistake" thing I was like, oh, so that's what he got out of the garage... tape recorder. Got it. But the recording isn't even a big deal since we know it won't have huge legal ramifications or Jimmy wouldn't be able to simply change his name and keep practicing in the same city. It's just the fact that Chuck was willing to go that far to get his brother. He'll probably chase after some big legal thing for Jimmy next season that will ultimately result in the McGill name being completely destroyed by both brothers.
Finale was solid but not what I was hoping for. The recording was pretty obvious and I now fully hate Chuck. What a piece of shit. I assume Nacho is working with whoever left the note which is why he kept standing in front of Hector
Chuck can eat a bag of dicks. I would run that fucker through the MRI machine over and over to torture him. They keep one-upping each other and eventually its going to bite them both in the ass. I think Jimmy can get around the recording by saying that he said all that just to make Chuck feel better and that none of it was actually true.
If it ever comes to it, Chuck will get beat by Jimmy in court because there is evidence that Chuck is not of sound mind. Consent to record a conversation must be given by at least one party in sound mind. Chuck does not meet this requirement. Jimmy was unable to provide consent. Therefore the tape is unlawful and is inadmissible in court. I love this show so much.

On Talking Saul after the show Vince Gilligan admitted it was Gus who left the note. Said he will be a big part of season 3 F R I N G S B A C K First letter of each episode in Season 2
Nacho definitely let the higher ups (Gus) know about Mike and that's why he blocked mikes view the whole time while Gus left the note. Impeccable hand writing.
Gus doesn't want Hector dead, presumably because that's a situation that generates a power vacuum he can't control. There's a reason Hector is alive but effectively incapacitated later imo.

Vince Gilligan made it seem like he doesn't have him dead to rights. Didn't say that but implied it, they have already written the first 10 episodes of season 3 Like someone else said, maybe jimmy can just say he said all that because his brother was just in a mini-coma and was acting crazy with the walls and about to be a recluse.
As others have said I think, legally, he can't nail Jimmy because of the way he caught him but his reputation will be ruined so he can still practice but needs to change his name

Illegally obtained evidence is frequently admissible in civil actions, and I don't even know what rules the bar association plays by so they would have no problem disbarring him if they so chose (but they would probably also disbar chuck for wiretapping) also, i have no doubt that the guy who tipped mike off was victor acting on gus' orders.
