Bayern is the most popular club in Germany. Not necessarily their fault but basically every German wants to play for them. So when that player gets down to the last year on the contract, their club has to sell low or risk losing them to Bayern on a free a year later.
Yes, it doesn’t fit. - the 50+1 rule is designed to protect fans, not help Bayern - an overwhelming majority of clubs voted to keep it during the last referendum on it - it hasn’t stopped the Leipzigs amd Hoffenheims of the world from growing financially out of nothing - yes, it has meant that there hasn’t been a club with a Man City/PSG type surgence in the league but considering the criticism those two get i don’t think you can say it’s nefarious to prevent that. Therefore, I would not count the 50+1 rule as something that is “messed up to Bayern’s benefit”.
It restricts teams from increasing finances, which hurts most since not everyone can bring in commercial deals like Bayern. I’m not saying it’s a sole reason for it, I’m saying it’s something that contributes to it. I’m not in this to try and sway opinions, I’m just giving mine. You don’t have to agree with me.

I’m not 100% sure but I’ve always been under the impression that other than in England, the manager doesn’t have a huge, huge pull in deciding transfers.
