Michigan loves to complain that their academic standards prevent transfers, as they take wholesale transfers. OL the last few years, but QBs before that. Starters in 2017 (OKorn) and 2018-19 (Patterson) were transfers. Their 2020 (Milton to Tennessee) and 2021 (McNamera to Iowa) starters transferred out once McCarthy won the job in 2022. The state of Michigan has had some elite QB talent the last three cycles Dante Moore, Carr, and Underwood but Michigan missed all three.

Lots of factors. -- Harbaugh's QB recruiting fell off over the years as it became clear he was not a QB whisperer. -- Michigan's former QB coach, who was responsible for the two QB classes following McCarthy's, was also a poor recruiter. The 2022 QB class was terrible nationwide, and Michigan's was no different. In 2023 he went all-in on an NIL-driven QB recruitment Michigan was never going to win (Dante Moore). -- recruiting QBs to a system that does not feature QBs is difficult. Same with WRs. One solution would be to pay more for QB/WR recruits, however... -- Michigan's AD was painfully slow to adapt to the changing NIL landscape. While that has improved significantly, even now Michigan is not going to win NIL-driven recruiting wars. See: Bryce Underwood -- last year's back-up QB is injured. Not sure he would be better than either of the current options, but at least he is experienced. -- the CFP pushed back McCarthy's NFL decision until mid-January, which prevented Michigan from using the December transfer window to fix the QB room. Also Jim was too busy thinking about the NCAA, the CFP, and the NFL to worry about the 2024 season. -- no good QB talent was available in the spring transfer window. Guys Michigan "hoped" would enter did not. Same with WR. -- the future is brighter than the present. Michigan likes their true freshman QB. The plan was to redshirt him, but that plan could get changed depending on how the season progresses. Michigan also likes their QBs in the next couple of classes.
Why couldn’t Michigan compete with UCLA for Moore? It’s not like they had a well run or well funded NIL.

Michigan didn't have well run or well funded NIL at the time. And what money Michigan did have was directed at existing players. UCLA promised a lot to Moore.
