Correct. This presser is giving the vibes that Bill is making the calls on the football side of shit and Ted has been pushed aside.
He’s apparently still going to be involved in interviews, so I don’t know if he’ll be fully separated. He’s essentially unfireable in the eyes of ownership, so I don’t know if a role change will actually do anything either.
Hiring a coach before the GM is a trend in the NFL. I don't believe it matters if the HC is someone like a Sean Payton gets hired before a GM

I don't think Jim is a guy that works in the NFL. I feel like he caught lighting in a bottle with that SF team and it quickly spiraled out of control. Watching him run a out of date offense his entire time at Michigan and having little success doesn't get me all hyped to have him return. Vic is a top 5 DC and I would be happy with him.
We could do a whole hell of a lot worse than Bill. Its better than allowing George and Ted making the call alone again. Its a upgrade over Accorsi a few years ago. Its not my ultimate wish but given what this franchise is... we could be in a much worse spot

He didn’t need to use anyone for leverage, Michigan is one of the richest schools in the country with one of the wealthiest donor bases. Harbaugh was always gonna get paid no matter where he coaches in 2022.
He took a notable pay cut going into this year, don’t think they were looking to jump him back up unless someone came sniffing.
A year ago he took a massive pay cut from 8m to 4m and signed a extension loaded with incentives. After over performing expectations everyone with half a brain understands his agent taking advantage of this season by floating his name out for NFL jobs so he can recoup that money lost. Michigan isn't giving him a new contact 12 months after signing an extension because they are kind.
